International Crop Farming Systems Expert (m/f/d) Flood and Drought Mitigation and Management, Laos

For an upcoming project, GITEC-IGIP GmbH is looking for a Crop Farming Systems Specialist with expertise in irrigated fruit and vegetable cash crop fruit and vegetable farming systems on donor (esp., ADB) funded irrigation scheme development in the Southeast Asia region for needs assessment, design advisory and capacity building related to irrigated crop farming systems.

Flood and Drought Mitigation and Management Sector Project

This ADB financed project addresses climate change risks and aims to improve livelihoods of agricultural communities within the provinces of Bolikhamxai, Khammouan, and Vientiane Capital. Main project focus is directed to enhancing of floodwater management, improving climate-resiliency of irrigation infrastructure, supporting dry-season crop diversification, and adopting climate-resilient farming practices.

 

Your Main Duties in this Role

• Oversee and guide the services of the Extension and Market Connectivity (EMC) Service Providers.
• Evaluate and prepare plans for cash crop farming systems on three irrigation schemes (Nam Houm, Houay Gnang and Hin Boun).
• Develop a manual on climate resilient farming practices to reduce greenhouse gas emissions; train EMC service providers on the established practices and oversee application of the manual by the EMC to extension services to farmers.
• Ensure there is close coordination with the Agribusiness specialist and the EMC service providers.
• Oversee meetings with stakeholders such as Ministry of Agriculture (MAF), Department of Agriculture Land Management, Department of Agriculture, Clean Agriculture Centre, Irrigation Agriculture Center and Provincial and District Agriculture and Foresty Offices (PAFO/DAFO).
• Assist EMC service providers in preparing development plans for demonstration pilots, developing a monitoring framework for implementation, and overseeing their implementation.
• Assist EMC service providers in preparation of training plan and coordination of farmer training.
• Prepare Terms of Reference and conditions for implementation and management of the Key Farmer program and assist EMC packages to initiate Key Farmer program.
• Prepare regulations and conditions for the Farmer Production and Equipment Grant Schemes, ensuring montoring framework and effective implementation.
• Close coordination with Team Leader, advising on any issues related to crop production activities on the three irrigation schemes.
• Coordination, collaboration and reporting as required by the Team Leader.

  

Your Educational Background

• Post graduate degree in agriculture or horticulture crop production and crop farm management

Your Expertise / Profile
Professional experience:

 • At least 15 years of experience in irrigated fruit and vegetable cash crop fruit and vegetable farming systems on donor funded irrigation scheme development in the South-East Asia region.
• Strong background in modern fruit and vegetable crop production technologies, safe and climate-friendly cash crop production, planning of cash crop farming systems and farmer extension and training.
• Relevant experience in climate change adaptation and resilience in crop farming systems.
• Experience working in international projects funded by International Funding Institutions, in particular ADB.

 

Duration of Assignment

The anticipated overall duration of the assignment is 9 months in the period between August 2024 and June 2029
