The project:
The Flood and Drought Mitigation and Management Sector Project addresses current and future climate change risks while improving livelihoods of agricultural communities within the three central provinces of Bolikhamxai, Khammouan, and Vientiane Capital. The project will enhance floodwater management, strengthen climateresiliency of irrigation infrastructure, support diversification into higher-value dry season crops with market linkages, and reduce greenhouse gas emissions through adoption of climate resilient farming parctices.
Positions to be filled
International*
- Team Leader/Project Management Specialist: At least 15 years’ experience in southeast Asia in project management and implementation roles in development projects, with at least 7 years’ experience on ADB projects and preferably experience in Lao PDR.
- Crop Farming Systems Specialist: At least 15 years’ experience in irrigated fruit and vegetable cash crop fruit and vegetable farming systems on donor funded irrigation scheme development in the Southeast Asia region. Previous experience of ADB-funded projects will be highly regarded.
- Economic and Financial Specialist: At least 7 years’ experience conducting project economic and financial assessments of projects (e.g. cost–benefit analysis, least cost analysis, poverty impact analysis, benefit distribution analysis, etc.). At least 3 years of experience, preferably in southeast Asia, as a team member of technical assistance teams designing and/or implementing development projects.
- Social Safeguards Specialist: 10 years’ experience in social development, ethnic groups, land acquisition and resettlement preferably within rural communities. Experience in Southeast Asia on externally funded rural development projects essential, previous experience in the Lao PDR preferred. ADB experience will be essential.
- Fishways Specialist: At least 10 years of experience on fishway designs and associated activities, with at least five (5) years’ experience in tropical and subtropical developing countries. Experience in research in the field of fish migration, design and construction of fishways in the GMS and/or Lao PDR would be highly regarded.
- Irrigation Engineer/Construction Supervision: At least 12 years’ experience in (i) design and/or implementation of irrigation infrastructure projects involving gravity and pumped irrigation systems (minimum 7 years); and (ii) construction projects, of which at least three (3) must be as a member of the construction supervision team in internationally funded infrastructure projects. At least six (6) years of experience in a developing country, with Lao PDR or another southeast Asian country preferred. Environmental, Health and Safety (EHS) experience is required.
- Environment Specialist: At least 10 years of professional experience in the environmental safeguards monitoring and assessment including at least seven years of work on infrastructure projects, including involvement in IEE preparation of water infrastructure projects and their EMP implementation in southeast Asia is necessary. Experience in sector modality and EARF implementation is an asset. Involvement as a professional specialist in at least two prior internationally funded projects
National
- Deputy Team Leader/Irrigation Engineer: At least 10 years’ experience in project management and implementation roles in development projects, with at least 5 years’ experience on ADB projects.
- Agribusiness Specialist: At least 10 years’ experience in the implementation of agriculture sector agribusiness and agricultural marketing donor funded projects in Lao PDR
- Monitoring and Evaluation Specialist: At least 10 years of professional experience in senior project management positions, ideally with some experience in the agriculture sector, and a minimum of 5 years on externally funded projects. ADB experience will be highly regarded.
- Environment Officer: At least 7 years of professional experience in the natural resource or engineering sectors including at least five years of work on infrastructure projects, including involvement in IEE preparation of water-infrastructure projects and their EMP implementation. Experience in sector modality and EARF implementation are an asset. Involvement as a professional specialist in at least two prior internationally funded projects.
- Gender Specialist: 7 years’ experience in social development, gender and ethnic groups preferably within rural communities. ADB experience will be highly regarded.
- Social Safeguards Specialist: 10 years’ experience in social development and working with ethnic group communities, land acquisition and resettlement preferably within rural communities. Previous ADB experience will be essential. Clear and demonstrable skills in safeguards implementation according to the ADB SPS.
